Prediction markets arrived in Canada properly in 2026. In March, the country’s investment regulator opened a narrow door. In July, Wealthsimple walked through it with a consumer app. Canadians who spent years watching Polymarket and Kalshi from the sidelines can now trade some event contracts legally, and are discovering that “some” is doing a lot of work in that sentence.<\/p>\n\n\n\n
This guide explains what a prediction market is, what is legal in Canada right now, who regulates what, which platforms Canadians can actually use, how winnings are taxed, and what the evidence says about whether anyone makes money. It is written for readers who want the full picture rather than a marketing pitch.<\/p>\n\n\n\n
A prediction market is an exchange where people trade contracts tied to the outcome of a future event. Each contract pays a fixed amount if the event happens and nothing if it does not.<\/p>\n\n\n\n
The defining feature is the price. If a contract that pays $1 when an event occurs is trading at 65 cents, the market is collectively saying there is roughly a 65 percent chance of that outcome. Price is probability. That is what separates a prediction market from a lottery ticket and what makes economists interested in it as a forecasting tool rather than just a wagering product.<\/p>\n\n\n\n
The second defining feature is who takes the other side. In traditional betting you wager against the house, at odds the house sets. On a prediction market you trade against other participants, and the price moves as they buy and sell. The platform matches trades and takes a fee. It does not set the odds and does not profit from you losing.<\/p>\n\n\n\n
Common event categories worldwide include economic data, interest rates, company results, climate and weather, elections and sports. As you will see below, Canada permits a much narrower list than that.<\/p>\n\n\n\n
The mechanics are simpler than the jargon suggests.<\/p>\n\n\n\n
You choose a market, which is a yes or no question with a defined resolution date and a defined source of truth. You buy contracts on the side you believe is underpriced. Contracts trade between zero and one dollar. When the event resolves, the winning side pays out at $1 per contract and the losing side is worth nothing.<\/p>\n\n\n\n
You do not have to wait for resolution. Because contracts trade continuously, you can sell before the event settles and take the gain or loss at the current market price. This is the feature that makes prediction markets feel more like trading than betting.<\/p>\n\n\n\n
Converting is straightforward. A contract at 22 cents implies a 22 percent chance. A contract at 91 cents implies 91 percent. Your potential return is the inverse of that confidence: buy at 22 cents, and a correct call returns roughly 4.5 times your stake, because you paid 22 cents for something that pays a dollar. Buy at 91 cents and a correct call returns about 10 percent.<\/p>\n\n\n\n
The yes and no sides of a market should add up to roughly $1. The gap between them is the spread, and it is a real cost. On thinly traded markets that gap widens, which is one reason low volume markets are worse value than they look.<\/p>\n\n\n\n
Every contract names its resolution source in advance, for example a specific Statistics Canada release, a central bank announcement, or an exchange settlement price. When that source publishes, the contract settles automatically. Disputes are handled under the exchange rulebook, not by the app you traded through.<\/p>\n\n\n\n
For Canadians this detail matters more than usual, because the contracts available here are cleared on United States exchanges regulated by the Commodity Futures Trading Commission, not on a Canadian exchange.<\/p>\n\n\n\n
The honest answer for 2026: a small, tightly defined set of prediction market contracts is legal for Canadians to trade through two authorized investment dealers. Almost everything else that made prediction markets famous internationally is not available here.<\/p>\n\n\n\n
Two things had to be true before any of this became possible.<\/p>\n\n\n\n
First, the Criminal Code reserves gaming and betting to provincial governments. Lotteries and betting schemes are prohibited unless they are conducted and managed by a province, which is why every legal sportsbook in Ontario or Alberta operates under a provincial framework. An independent prediction market taking bets from Canadians does not fit inside that exception.<\/p>\n\n\n\n
Second, Canadian securities regulators had already closed the other obvious door. Multilateral Instrument 91-102 Prohibition of Binary Options has, since December 2017, prohibited offering or selling to an individual any binary option with a term to maturity of under 30 days. That rule was written to stop binary options fraud, and it happens to describe most of what trades on a global prediction market.<\/p>\n\n\n\n
Between those two frameworks, prediction markets sat in a gap that no one could legally occupy.<\/p>\n\n\n\n
That changed on March 26, 2026, when the Canadian Investment Regulatory Organization (CIRO) published Administrative Bulletin 26-0076, Application of CIRO Requirements to Event Contracts<\/a>. The bulletin created a narrow pathway: authorized CIRO Investment Dealer Members may facilitate client trading in a limited set of event contracts that are traded and cleared through CFTC-regulated exchanges and clearing agencies.<\/p>\n\n\n\n The conditions attached are strict:<\/p>\n\n\n\n On April 2, 2026, the CSA and CIRO followed with a joint reminder to industry and investors<\/a> that anyone trading or facilitating trading in event contracts that are securities or derivatives must meet registration and recognition requirements, and that no prediction market has been recognized as an exchange or registered as a dealer by the CSA.<\/p>\n\n\n\n Read carefully, that statement is the whole picture. The dealers are authorized. The prediction markets themselves are not.<\/p>\n\n\n\n This is the single most misunderstood part of the subject, and it explains almost every apparent contradiction readers run into. Canada regulates this activity through two separate legal systems that do not talk to each other.<\/p>\n\n\n\n In this lane, an event contract is a derivative. It is governed by provincial securities and derivatives law, administered by the members of the Canadian Securities Administrators, with CIRO overseeing the investment dealers. This is the lane Wealthsimple and Interactive Brokers operate in. It is why the permitted categories are economic, financial and climate, why the 30 day floor exists, and why contracts must clear on a CFTC-regulated venue.<\/p>\n\n\n\n In this lane, betting on an outcome is gaming. It falls under the Criminal Code and the provincial bodies that conduct and manage gaming, including the Alcohol and Gaming Commission of Ontario and iGaming Ontario, and Alberta’s framework which opened to private operators on July 13, 2026. Sports betting lives here. Ontario’s regulated online market alone handled roughly C$82.7 billion in wagers in its 2024 to 2025 fiscal year.<\/p>\n\n\n\n The two lanes have different regulators, different rules, different licensing, and different consumer protections. A product is not automatically legal in one because it is legal in the other, and no Canadian framework currently lets a single peer to peer platform serve both. Understanding this is the key to understanding why an app can offer you a contract on Bank of Canada rates but not on a hockey game.<\/p>\n\n\n\n Wealthsimple received CIRO authorization in March 2026, announced Wealthsimple Predict on June 18, and launched the app publicly on July 29, 2026<\/a>. It is a standalone app rather than a feature inside the main Wealthsimple product.<\/p>\n\n\n\n At launch it carries close to 4,000 event contracts sourced from Kalshi, the largest United States prediction exchange, filtered down to the categories Wealthsimple is authorized to offer. In-app categories include Canada, Markets, Companies, Economy and Climate. Typical questions cover Bank of Canada rate decisions, inflation prints, index and currency levels, results at Canadian listed companies, and temperature or precipitation benchmarks.<\/p>\n\n\n\n Wealthsimple has built in mandatory onboarding before a first trade, plain language definitions, risk reminders and warnings on thinly traded markets. It also notes that displayed prices are not guaranteed, that orders fill at the best available price, and that fills cannot be reversed.<\/p>\n\n\n\n Interactive Brokers Canada was authorized first, in 2025, and offers ForecastTrader contracts through ForecastEx. Coverage is similar in spirit: whether a given year is the warmest on record, whether the economy meets a defined recession condition, whether a commodity or index clears a threshold by a date. It reaches a smaller, more experienced audience than a four million client consumer app, which is why most Canadians only heard about prediction markets when Wealthsimple launched.<\/p>\n\n\n\n Questrade has publicly indicated interest in offering event contracts. As of this update it is not among the authorized dealers. CIRO does not comment on the status of individual firms.<\/p>\n\n\n\n Polymarket is not available to Ontario residents. In April 2025 it reached a settlement with the Ontario Securities Commission over offering event contracts, including sports and politics markets, to Ontarians in breach of the binary options prohibition. The resulting ban runs to 2027, and Polymarket geo-blocks Ontario at the platform level. Elsewhere in Canada it operates without any provincial or CSA approval, which is a very different thing from being permitted.<\/p>\n\n\n\n Kalshi does not onboard Canadian retail users directly. Canadians reach Kalshi contracts only through an authorized dealer, which today means Wealthsimple Predict, and only the subset of Kalshi’s listings that fits the three permitted Canadian categories. The Kalshi brand does not appear inside the Wealthsimple app.<\/p>\n\n\n\n Ontario is a special case on both sides of the line. It carries the Polymarket ban in the securities lane and runs Canada’s largest regulated online gambling market in the gaming lane. Any product touching Ontario players has to be correct on both, at the same time.<\/p>\n\n\n\n One point worth stating plainly, because search results are full of workarounds: using a VPN or any other method to reach a platform that has excluded your jurisdiction breaches that platform’s terms, can result in frozen funds and forfeited balances, and does not make the underlying activity legal. This guide does not explain how to do it and readers should not attempt it.<\/p>\n\n\n\n The comparison that matters most: a prediction market contract has a ceiling. The best possible outcome is that a contract you bought below $1 settles at $1. A share in a growing business has no such cap. That structural difference is why regulators and portfolio managers keep drawing a line between this activity and investing, whatever vocabulary the apps use.<\/p>\n\n\n\n There is no CRA guidance specific to prediction markets and no Canadian case law on point. What follows is the general framework tax practitioners are applying, and it is a summary rather than advice. Anyone with real money at stake should speak to a Canadian tax professional about their own facts.<\/p>\n\n\n\n Canada does not tax casual gambling winnings, because they are treated as windfalls rather than income from a source. Three factors make that windfall argument harder for prediction markets than for a lottery ticket:<\/p>\n\n\n\n Two practical notes. Losses follow the same characterization: recreational losses are not deductible, business losses generally are. And if you hold foreign assets, including stablecoins held on an offshore platform, with a total cost base above C$100,000 at any point in the year, form T1135 reporting obligations can apply.<\/p>\n\n\n\n Most people do not. This is the part the marketing leaves out, and it is well documented.<\/p>\n\n\n\n A 2026 study by researchers at ESSEC Business School, HEC Montr\u00e9al and the University of Toronto examined 1.4 million Polymarket users and roughly US$20 billion in trading volume between November 2022 and March 2026. It found that 70.8 percent of users finished the period in the red, and the top 1 percent of traders captured 84 percent of all gains<\/a>. The median user lost money overall.<\/p>\n\n\n\n That distribution is not an accident. Prediction markets are zero sum before fees and negative sum after them. Every dollar a winner takes came from a losing participant, minus the spread and the platform’s cut. Winning consistently requires being better informed than the aggregate of everyone else trading the same question, repeatedly. Researchers who study these markets describe the losing majority as people competing against specialists with better information, better models and better execution.<\/p>\n\n\n\n None of that makes prediction markets useless. They are genuinely good aggregate forecasting instruments, and they offer real hedging use cases: a variable rate mortgage holder taking a position on rate increases has an economic reason to be there that a casual participant does not. But the case for participating is much stronger as a hedger or a specialist than as someone acting on a hunch.<\/p>\n\n\n\n\n
